Do I have the right to place a device to alter air that alters sound of protestors?

That is kinda what the bikers are doing. They counter protest at the funerals and rev their engines so the protesters cannot be heard. There is another group that gets there early and unfurl large banners so the family is shielded and cannot see the protesters.
