Prison guards, apathetic?

Yes, working in those conditions will change a persons mentality towards others. But in the case you are talking about (which I am unfamiliar with) the guards should be charged with facilitating a crime if it was obvious to them. But as in most jails there are out of bounds areas that guards do not see. I do not condone this nor should it be acceptable.
