Can I Sue this lady??

Ok so i got in a car wreck and it was 100% the other divers fault. She was drunk and found 3 open containers and drugs. She had full coverage so he insurance company is going to pay for everything fixed on m car and they were suppose to get me a rental car. so i went to Enterprise and they said that i could not get a rental car because i was under 21 and that I have to have my own separate insurance to get one if i am under the age of 21. So now i am stuck without a car for 2-3 weeks!! Will i be able to sue? can i sue the driver and her insurance company? please help i am getting aggravated.
